Bad photos usually spell bad news in my experience. See if you can better pictures of the item and then post those for analysis is my suggestion

Is that a dot after "44" or a mark on the item? Years dont usually have dots after them from my recollection.

It could go either way, better photos of the front are definitely needed & of the catch. Also it looks to be repainted & not very well.
