Looks like27 with the dash on the middle of the 7 like its written at times..also looks like a crossed set of lances for reiter could be

The seven did not have a dash at all. The upper part of a seven is curved (waving).

I still am convinced it is an anchor, slanting from the corner to the 8. What one
sees is the rope for the anchor and the upper ring for the anchor.

Just Westmark had a naval unit. Do you really think a member from Westmark
(Neunkirchen) would go to a photographer at Berlin or wherever? He would
go too a photographer nearby!
