It says 'Stuttgart-City of foreign Germans (i.e. Germans living abroad)'. Apparently Stuttgart was known for facilities especially set up for visiting Germans from other countries.

Also on the front page of the local Stuttgart addressbook 1942 was written "Stadt der

Auslandsdeutschen" -the official honorary city title of Stuttgart.
