    Hi jeffww2 and welcome among us; it's good to have you here!

    The piece you present does appear to be an original utensil from the Formal (State) Silver Service produced by the cutlery firm of Peter Bruckmann & Söhne, to be used at formal occasions at the Reichschancellery and at other locations requiring such an elegant place setting. This style of utensil is often referred to as a fish knife but is also seen as a master butter knife. For reference and comparison, I note that Brent Smith currently has one of these pieces at his website, and Tom Wittmann is offering three examples at his online shop.

    As for "cleaning" such a piece, I always use a little soap and water to remove any surface dirt from such utensils, but other colleagues here insist on not doing anything at all...
