Yes, it is for a mining official, for class 7. Too many functions to mention. This is according "Vorschriften über die bergmännische Kleidung", as authorized March 5, 1934.
The saw-tooth edge is a remainder from the regulation "Die Uniformen der Beamten der Preussischen Staats-, Berg-, Hütten- und Salinen-Verwaltung" from January 15, 1890.
