It looks like an under the tunic shirt for the SA, so it would be more a dress shirt than a work shirt. The standard regulation shirts had removable collars like this one, and the 'SA' on the stamping would indicate it was for the SA rather than to the PL 's.
It's quite a nice example.

I completely agree with Erich's thoughts on this piece. When I first looked at the photos I thought it might have been made for an SS uniform, but the presence of the "SA" stamp cancels that out. To refer to this shirt as a "workshirt" -- at least in English usage -- would be misleading.
