1939 style PL shirt with pre 1939 tabs possible?

Hi friends,
I got a quick question: i saw a few days ago a 1939 style brownshirt( the one with belt loops) and golden buttons with a regular armband and tabs which were pre 1939, the ones without the eagles.
Is this ok? Late shirt but early tabs? Sorry i did not make pictures..

IMO the most likely scenario is that the shirt was rebadged post war with less expensive insignia (since the later style armband and tabs would have been more expensive for the seller to acquire).
That said, someone will likely have a photo to post of some PL wearing early insignia on a late shirt, since exceptions to the regulations are often documented in period photographs.
