Hitler / Bismarck "Jewelry"

Can anyone tell me about these two items? They are the busts of Hitler and Bismarck and are made of glass. There is a small hole at the top of each which I'm assuming a necklace would be attached.

These look too nicely crafted to be donation pieces. Was this something that would have been purchased from a jeweler? If not, who would have made these?

WHW items from the Sixth National Street Collection which took place on March 1 & 2 in 1941. They were called KÖPFE BERÜHMTER DEUTSCHER MÄNNER. WHW Glasabzeichen were all originally sold in a specially made album of 20. The set included likenesses of Adolf Hitler, Adolf von Menzel, Franz von Lenbach, 2 Otto von Bismarck, Hellmuth von Moltke, Friedrich von Schiller, Emmanuel Kant, Prinz Eugen, Friedrich der Große, Leberecht von Blücher, Freiherr vom Stein, and Bach.
