Brooch?Tie-clip? jewellery?

Hi All
Don't know which forum to post this item in? It came with a bunch of other medals and badges that are all good pieces brought back by a Veteran. I have never seen such a thing as I shy away from any third Reich type jewellery, any opinions or if you know of a collector who specializes in this type of thing I would be very grateful to be steered in that direction.

The tie clip, or simple pin could be good.. A brass alloy, with a 'painted' on fired enamel.. I would say pretty sure a early/pre war item..
