unknown stylish eagle RZM M1/18

Hi All
realize the photos are bad but ask for your help and opinions on this weird eagle. I have never seen one like it. It is in a group form a Canadian Soldier's family who recently passed, all the other items are pretty much straight forward but this has got me stymied?
Any help is greatly appreciated

Looks like one for a Motor-SA crash-helmet. Can't post photos, otherwise I would post
a photo of wearing!
