No idea who the guy is but I think he has written "Augsburg" as well as Mitglieds Nr.9827.

Sorry that my list has not identified NSDAP Membership Number 9827, though that number was issued on/about July 1, 1925. If you find a name for this number, Stan, I hope you will share it with us!
