ID for driver(?) in Ministry of Transport - what pins is he wearing?

I could use a few hints on this ID. First of all, does fahrbereitschaftsleiter translate to "driver?" Also, it looks like he is wearing a KVK w/swords button ribbon and the other pin I'm not sure of. The arms of the swaz are too narrow for a NSDAP party pin. It looks more like a Deutschland Erwache pin. What do you think? --Kevin

Basically, a Fahrbereitschaft is a ready pool of motor vehicles and drivers. (The air travel equivalent is a Flugbereitschaft.) Fahrbereitschaftsleiter is the head of such a group.

The pin is surely just an NSDAP party badge.

I think the lapel bow is not a KVK, but the 1914/18 Ehrenkreuz für Frontkämpfer [Honor Cross for Combatants].
