Cannot comment on the collar-patches, but the tunic looks okay and I see there is a RZM tag in the inner pocket.
It seems the tunic was made by the brothers Betzler from Munich, which fits with Hochland.

What is the width of the sleeve stripes? The tunic and insignia look okay to me. The only odd thing is that generally an SA Leader of this rank would have a tailored tunic rather than a standard enlisted model. In period photos one occasionally can see what looks like an enlisted tunic being worn by a leader, so it's not an impossibility, but it's not normally what one would expect. That said, if the sleeve stripes are correct, and the sewing of the insignia to the tunic is properly done, I would not have a problem believing the tunic is period assembled. If all is correctly done, it's impossible to determine 100% IMO.
