    Can anyone help me with this. I have looked in both Davis books with no luck. Help appreciated.

      Polux is partly right. The badge looks as the form for "Bautechnischer Aussendienst"
      (technical constructions branch in the field organization).
      It could be worn by: technischer Reichsbahninspektor, technischer Reichsbahnoberinspektor and Reichsbahnamtmann.
      The silvered form was in use with "Klein- und Privatbahn", a golden version was for the "Deutsche Reichsbahn".

      I have some problems with the circle. This should be a wheel, according to the regulations and drawings (Dienstkleidungsordnung - DKO).
      The pair of compasses is neither okay, as the part should go over right (1924, 1936 and 1939).
      After April 1941 they should officially not be worn anymore!
