What is this 'stamp'?

At least I think it's a stamp. It was in the box with the fake SS buckle
Might as well figure out what it is and if it's real.




It says 'Deutsches Generalkonsulat in Shanghai' and is made of a very thin paper. The German consul in Shanghai, I think.
