NSDAP armband - what is it?

I just bought this yesterday in a box full of original items from a veteran's son. It's a cotton armband with printed inscription. Has anyone seen this type before, what was it used for? I've searched the internet but can't find any reference to it. Thanks.

From an online translation it is for someone on some type of standby duty I do not know if that is correct or not but that is what I got.JMCM beat me to it.
