Unknown cap eagle.

Can anyone identify this TR eagle for me. Looks Political but I can not find any pictures in reference showing a picture of this eagle in.

Thanks for the quick reply. Some does gold mean it is Wasserschutz polizei? Do you have a picture of a hat with one of these eagles on it?

I agree with Stonemint - an early polizei eagle. I have one with the wreath but in silver.
