GPB #4959 & documentation

Hi all,
Got this last week. Apparently, it was known of in 2012 but didn't make an appearance and this is the first time it has been heard of since then.

Here is all of the supporting documentation that the gentleman that I bought it from had gotten.
The GPB recipient's name is Adam Fortsch.

I will show all of the pages that were pulled from the files that had his name on them.
It looks as if, towards the end of the war, he had interaction with the Deutsches Volksturm Wehrmacht. In what regard, I don't know.
There is also an exchange of correspondence, I believe, with the Gauleiter of his respective Gau.

I cropped away the edges that were just empty space and also tried to line these up chronologically, from the earliest date to the end of the war.

There is something I do not understand here.
Initially, the way that this picture appears, the question of him having been awarded the GPB and the Blutorden would make you think that, no, he hadn't.
Obviously, he was awarded the GPB.
Did the bureaucrat fill in the 'YES' area, as his chosen method of saying that he had been awarded these?
Both 'YES' areas are blacked out.
