          That would be my guess--perhaps intended as a prize or simply a souvenir of the festivities. It might have been intended to be mounted into a frame rather than on a wood plaque, since it looks like it has only 2 nail holes on the upper flange and none on the bottom.

            Not a very common piece I would trust .
