NSDAP 15 Years Service Medal opinion please

I would like some expert opinions on this NSDAP 15 Years Service Medal please.
There is no maker mark that I can find, please let me know if additional pictures are needed.

I think it is an original. However, the enamel of the arms look like replaced with paint ?

Personally it looks like a Souval replacement/fake.

Besides a few dirt spots the enamel is still in nice condition.

The quality of the enamel just isn't there.

The weird thing is that I can't link the eagle's head to a certain accepted maker. The Souval eagle's head is not the same as this one.

I still think it's genuine.

Can you check the ribbon ring for stamped number, please. Also, a close up picture of where the enamel meets the metal of the arm might he helpful.

Thanks for the pictures. I am not sure they add many new insights. There is a structure beneath the enamel. I suspect the enamel may be thinner than what we usually see. Nevertheless, I believe it to be good.
