These are more of a stone finish than a distinct pebble finish and they look to be painted silver - thought they might be for a particular organization or organizations - any thoughts? Thanks in advance for any help you can provide.

IMO no particular organisation, this kind of buttons was used by the SA, DAF, even HJ.
