It appears that some sort of automatic tool was used. It definitely doesn't look like normal hand-engraving.
NOTE: In Pic#1......are those round things "bumps", or are they recessed?
If they're recessed, then maybe a dremel tool or similar device was used to hollow away the metal, and then it was finished by hand.....at least that's the impression I have.
IMO, most such items would have likely been entirely hand-executed.

The photos of the engraving show that it was done with an engraving tool, by hand. The only parts that might have been machine done are the concavities decorating the name and rank. They may also have been tapped in by hand, but either way, it does not affect the originality of the piece, IMO.
