unknown swastika disc

Hello,
I have this disc which is made of copper and has a diameter of 12,2 inches or 31 cm. Really have no clue what it might be made for. It could have been part of a bigger piece of art for a wall or so. Any ideas? Maybe pictures of something like this in use?

I love it but no idea, how big are the bolts?

The length of the bolts is 11mm (0,433 inches) and 5 mm (0,197 inches) diameter. Does that help in identifying?

Something like the Festumzug could well be. But was found in East-Germany a few years ago. Not around the corner of Munich...
