Marble Plaque

I bought this a few months ago all the details are in raised marble but all the black lettering was removed which i painted back in.
Due to the quality of the item could you give me an opinion of where it would have been used and for what occasion. I believe it would have been in a metal frame and fixed to a wall at one point.
Any opinions welcome
