Looks like an art deco design to me... And definitely of German origin.

Maybe it has something to do with flying. It looks like there is a propeller in the centre of the buckle.

I don't see any connection to the NSDAP or any Nazi organization in this belt buckle. To me it is a totally secular piece which could have been produced at any time from 1891 till WWII's end. No political connection.
