I have never ever seen a pennant made of plastic before, but I don´t doubt, that this is original.

100% original as well in my opinion.

I've seen several fender pennants made of the same/similar material as yours, so they were certainly using this plastic like material.

I've also seen them made of a semi flexible plastic, stiff plastic, and cloth with a semi flexible plastic insert. Looks 100% original.
