I'm no expert but it appears to have some red flags based on the information on hi-quality fakes as documented recently in a thread here on the WAF. Here's the link:

This fake has been around for man many years and is not a recent fake, so the fakers are not getting an better , well not on these badges anyway , search previous threads and you will find lots of this type of fake
