Thanks Laurens for confirming my thoughts. I agree with Laurens en Pascal.
The blue is not the color for Hessen, which in fact should be navy-blue (which
is in fact quite dark).
Maybe the patches for the flag are discolored slightly by weather-conditions.
The number anyway is Hessen, as confirmed also by Laurens and Pascal!!

Now that I'm looking good from my computer, it's definitely "cornflower blue" in color. Still a good cap though!
