This i found over the weekend and it appears to be a presentation piece to a veterans leader ernst??? the name is there but i cannot make out the spelling, is it Nieszen or Niessen, anyway i cant find him and im wondering if anyone had an info, presentaion date is juli 18/39.

It might also be the ligature for the letters "tz."

It is Ernst Nießen and the name Nießen (Niessen) in Stolberg (Rheinland) is still existing:
