Does Anyone Recognize This Eagle Insignia?

I can't recall seeing one like this.

It appears to be an eagle insignia for a visor cap, but of course it has a pin back instead of prongs as used on visor cap insignia.

Approximately 1 3/4 inches in diameter, aluminum construction.

As the inscription says " Kreistag 1931 " I think it was not used for a cap.
