Sorry I am not familiar with this type of hanger. I only am familiar with the ones that are minus the Swazi, the ones used by army and party.

The hanger looks okay to me from the single photo. The drum could have been used by the HJ but it's not the standard type. The drums officially used had wood rims with a copper or similar metal covering--this one looks like it's got exposed wood rims. This type has been made for over 100 years, and could be bought by anyone in a music store. While it's not the regulation pattern, it could have been used by HJ drummers I believe.
