Rare WHW plate

This is a rare piece of history...

These Plates were made in the mid 30`s from "Emaillierwerke Bellinger, Fulda" also known as "Emaillierwerke Fulda", who also made steel helmets!
The plates were only issued on "Tag der Wehrmacht" in the 3 Wehrmacht barracks in Fulda! Only a handful survived, i know/ saw only 2 others the last 25 years.
Not a knights cross, but for me a treasure!

am i right when i say the flags are repainted or just painted on a old enameled plate???? No scratches on them but the rest looks pretty used... or is it just the photo make it look like no scratches??
