The design of the eagle surmounting the globe, surrounded by oakleaves, is
indeed the Personal Insignia of the ReichsAußenMinister (Reichs Foreign
Minister) Joachim von Ribbentrop. As someone stated before in this
thread, this was not the insignia of the Foriegn Ministry itself. Diplomats,
Ambassadors, and Government Officials from 1938 to 1945, wore a similar
oakleaf pattern, sans the globe, with the eagle surmounting the top of the
oakleaves with outstretched wings. The go to references are:

Jill Halcomb Smith's: Uniforms and Insignia of the German Foreign Office
        and Government Ministries 1938-1945 and

Angolia's: In the Service of the Reich.

As to the originality of any of the pieces above, (or in the reference works cited)
it will be left for others to comment.

        Hope this is helpful.
