Hitlerjugend uniform with LW insignia... Flakhelfer?

I recently picked up a Wehrpass with this nice HJ portrait featuring the Gebietsdreieck "West Westfalen". The single Luftwaffe collar tab confused me though, as I have never seen that before... would this be an early Flakhelfer setup?

The shoulder straps don't appear to be Flakhelfer straps, and the flakhelfers wore a different style jacket with a breast eagle in most cases. That eagle does not look like a collar tab to me. Many studio photos show H.J. members with odd insignia in wear. Perhaps borrowed for the photo but not worn regularly. It's more likely this boy in a member of the Flieger H.J. IMO that has pinned the eagle on for the photo. Just my opinion.
