strange HJ (early) shoulder boards

Hi,

can one help me with these boards, please. They come with some HJ stuff, are they for a Bannführer? But without a Bann number on it?

HJ Bannführer without command function (not in charge of a Bann). A Bannführer in charge of a Bann had the Bann number on the straps.
