No it has not. Not all GPB are researchable as a result. -
As I understand it, the NSDAP Membership Records held at the Treasurer's Office in Munich -- representing 13+ million Party Members -- were mistreated by the Occupation Forces at war's end and many were scattered to the winds. The Records for Golden Party Badge recipients were kept separately but were not recognized as sufficiently important to require security at that time. Such conditions do not provide for producing a centralized list today.
As Jon noted, it is not always possible to reconstruct such records decades on, so the best that researchers can do is try and locate GPB information as found in the records of other NSDAP and related organizations.
