Bann 115 = Darmstadt from the HJ-district West Hessen-Nassau.
The number on the tag I cannot read. Looks as A4/37? If so, then:
Ferdinand Johann Riedl from Bonn.

Highly recommend Wim's book. Not only for the factual information but for the many many great photos of H.J. insignia in period photos and also in modern collections. A must for any H.J. collector.
