As the photos are taken in Berent/Ostpreußen (Eastern Prussia) and as the Landrat is to be seen on thi pic here are the list of the Landräte (plural) during the time 1939-1945:

Landräte von 1939 bis 1945

1939–1940: Günter Modrow
1940–1941: Kurt Witte (kommissarisch)
1941–1944: Heinz Hesemann
1944–1945: Schwager (vertretungsweise)

As the photo was taken 1942 the Landrat should be Heinz Hesemann.
