Can anyone help identify this uniform.

I bought a box of photos, unseen, from Ireland, they are are pretty poor quality and nearly all Luftwaffe portraits, and soldiers mugging around camp.

This one was unique in that it was not Luft.

Does anyone know what the uniform is?

I recognize the party badge on his tie - are the collar tabs SA?

Any information would be appreciated.
