You mean Gebiet 25 Westmark from about 1941?
All known numbers you can find in "Handbook of the Hitler-Jugend" from Bender Publishing, page 744.

713 Metz-Stadt is just the city;
714 Metz-Land is the countryside, the area around Metz, and for example Vantoux, Borny, Magny, Montiny, La Maxe, Woippy, Plappeville, Saint Julien, Longeville and Lorry will have been "Land", when there have existed HJ-units.
Maybe you know about this and have information!
