What is this insignia? Handshake w/ Swastika

Does anyone know which organization this represents? It is about the size of a door knocker and looks like it was designed to be attached to a wall or a perhaps the side of a vehicle?

I'm not the best with sutterlin, but I believe that is either a D or a V.

Any help is appreciated!
