I don't think they are blank. If one takes a closer look, one can see that the chain stitch is made of a light darker thread than the tab itself. But I can't decipher any number.

Agreed..you can see some light markings on the tabs, sean

They may be members of a Jäger Standarte; the numbers are often hard to make out in black and white photos because of the green stitching of the 'J' and numbers.
