I believe these M43s are for the Orden Schule such as Ordensburg and not a political leader. The piping is more that color instead of Reichs level.

These photos were taken inside under fluorescent lighting. The piping color in the pictures is not a good representation of what it actually is. Last night it was raining and almost dark. I can take daylight shots today if needed.
