Help with Political Leader Uniform please!

I recently attended an estate auction and came away with this Political Leader tunic, breeches, tie and belt buckle. According to the owner, this was a war souvenir brought home by his father. The cap and belt were once present and are now gone to time. The owner stated that the last time this outfit saw the light of day was in 1951 when it was worn to a costume party. It was then dry cleaned and put away. The tunic and breeches are in "as new" condition. There is, and appears to have never been, any insignia. I can see no evidence of anything having been sewn onto the lapels. Is this tunic correct? Or, is it just incomplete?
This is definately not my area of expertise, so any information is greatly appreciated. Also, any idea as to value?

Tunic is perfect ! tailor made with hand made button holes , not a RZM manufacture or is it a label in the inside pocket ?

Nice example that might be unissued. If you check in the inside breast pocket, there may be an RZM label. The tunic would have had collar piping (blue, white, red, or yellow/gold), collar tabs, and an armband. Judging by the style, the uniform was made in 1939 or after.

Thanks for your quick replies. There is no RZM tag inside the tunic pocket - only the breeches. There is no evidence of there having ever been any insignia sewn on the tunic. Is it possible this outfit was never issued? Unfortunately, the gentleman who returned this to the U.S. is no longer living so those details are lost to history.
p.s. Due to the wear on the buckle, I'm inclined to think it was not originally mated to this uniform??

Yes, it looks unissued or at least unworn. So the GI may have found it in an RZM store, tailor shop, or in the house of the original purchaser. The buckle looks worn but also somewhat abused--usually the keeper doesn't bend due to normal use.
