got this today. I think it is an ground find, but an good one. Any worries about it???

It's an original piece, IMO, but I hope you got it for free, or for next-to-nothing, because that is what it is worth in this condition! This is certainly not a rare article, and to add one to a collection in relic condition, as this one is, is unnecessary, IMO. There are plenty of these 1939 Uniform Reform PL buckles in near-mint condition, with belts in excellent shape, still available.
