Unless they're all a bunch of waiters they might be a sort of school attendees with their instructor. I don't think it would be possible to determine with any degree of certainty where the pic was taken unless it came with the description.
The happy Strumbannfuhrer appears to be a member of Standarte 31 which was based in Lower Bavaria so yes- relatively close to Berchtesgaden.
Berghof's house staff wore different uniforms altogether so that is probably not it either.
Try posting in the SS section- maybe someone there will have an idea.
