Gerdan, you could be right. I think your 21,000 or mine 22,500 is low.

I calculated a number of them each Kreis, but I am aware their were Kreis-levels with much more Ortsgruppen than 25.

For example in Gau Halle-Merseburg were 17 districts with a Kreis-level:
Kreis Bitterfeld had 33 Ortsgruppen;
Kreis Delitzsch had 41;
Kreis Eckartsberga had 44;
Kreis Halle-Stadt had 34;
Kreis Liebenwerda had 42;
Kreis Mansfelder Gebirge had 36;
Kreis Mansfelder See had 47;
Kreis Merseburg even had 67;
Kreis Naumburg only had 17;
Kreis Querfurt had 41;
Kreis Saalkreis had 45;
Kreis Sangerhausen had 48;
Kreis Schweinitz had 31;
Kreis Torgau had 26;
Kreis Weissenfels had 54;
Kreis Wittenberg had 49;
Kreis Zeitz had 26.
So all of them had much more than 25. And this was before the war started (fall 1938, according to the Verordnungsblatt der Reichsleitung der NSDAP).

According to the 1943 Organisationsbuch d. NSDAP, the number of Orts in all of the 43 Gaues totals 28,515 located in 920 Kreis. This was an increase from the 21,041 Orts in 772 Kreis in the 33 Gaues listed for 1937.

All I can add is that given what I have seen of Kreis and Orts information in various Gau publications I have in my archive, I shudder to even contemplate compiling a listing of all these party locations. It would be a daunting and mind numbing chore. And should one accomplish such a gargantuan task, I would think it foolish to provide it gratis to the public. One's time in preparing such a listing as well as the cost of acquiring the sources of that information is certainly worth recompense.
