Help on Bullion patch

My friend has asked if this could be identified and an approximate value, I'm thinking it is possibly government/diplomatic officials of somekind but I'm not sure, it measures around 4"x4", lovely silver bullion with black felt backing.

It's a reproduction Government Official/Diplomatic rank insignia. Probably worth around $10-20.00 retail.

Lovely silver bullion?? are you kidding me?? It's terrible not lovely; compared to originals, this fake insignia is downright ridiculous looking. Horrid workmanship. These goofy fakes have been posted on this forum many times asking if they are real.
