Is there any reason why you have that Giant Black Patch over his eyes. Makes it Much more difficult to judge authenticity.

IMO it's a recast. As you noted, the finishing work is awful, there are casting flaws and it appears the mold for the casting was insufficiently supported which caused the ears to flatten. Also, I think the base was repurposed, as the bust is sitting too far to the rear for this bust and the base size.

I think the bust is a bust. Notice the finish coming off the ears. Period busts weren't made this way. It would likely be metal, or plated metal, and it wouldn't peel this way.
