The girl is a french scout cub leader from a unit in Brittany. The badges are from the 30th (pre-war years).

The boy indeed looks to be NPEA Darin S., but remind it also could be from the Grosses Militär-Waisenhaus at Potsdam during the period this institution was an NPEA for a few years. There were no special indications at that moment, but I have other photographs with the same looks from this institution from about 1936.
